Re: November Siena Poll and the 2026 Governor Race
1. Overview
The November Siena poll is a survey of registered voters in New York, not a likely voter poll and is not representative of a midterm electorate or any historical electorate in New York. The poll interviews about 802 registered voters in New York State and the results are weighted to adult population benchmarks from the American Community Survey and then to party registration, not to a likely midterm electorate which looks dramatically different. The 2022 gubernatorial electorate was older, more Republican, and significantly more outside New York City than this population frame.
The pollster’s methodology is also suspect- they blend cheap, non-probability online panel data together with probability-based live and SMS text to web samples. A methodology that The New York Times has specifically stated will prohibit a poll from meeting their criteria for reliability due to issues with bias.
2. Under-Samples Republicans
According to the release, the weighted party registration in the poll is about 49% Democrat, 22% Republican, and 28% independent or other.
In the 2022 governor race, turnout by party registration was about 48% Democrat, 29% Republican, and 23% unaffiliated. That means Republicans are underrepresented and independents are overrepresented compared with a real midterm electorate.
3. Oversamples New York City
The region weights in the poll show about 39% from New York City, 26% from the downstate suburbs, and 35% from upstate. In the 2022 general election, New York City accounted for about 30.5% of all ballots cast statewide, with roughly 69.5% coming from the suburbs and upstate. Giving extra weight to New York City, Hochul's strongest region, and less weight to the rest of the state inflates her statewide margin.
4. Registered voters, not likely voters
The sample includes all registered voters who can be reached, with no midterm turnout screen. Younger and low propensity voters who rarely participate in off year elections are treated the same as high turnout, older voters. A realistic 2026 model will have a smaller, older, and more Republican electorate than this.
5. Methodology Issues
Siena's current polling methodology incorporates non-probability online panel sources for nearly 40% of their responses. Extensive research demonstrates that non-probability panels produce systematically biased results that cannot be adequately corrected through statistical weighting.
The mix of phone interviews and opt-in online panel interviews also creates extra bias and mode effects that are not reflected in the stated margin of error.
Documented Issues with Non-Probability Panel
Methodology:
* Bogus respondents: 4-7% of online panel responses come from illegitimate sources that systematically select positive answer choices
* Self-selection bias: Online panels lack comprehensive sampling frames, making representative selection impossible
* Demographic distortions: Consistent overrepresentation of politically engaged respondents and specific lifestyle groups
* Correction limitations: Even sophisticated weighting procedures can only eliminate approximately 30% of original bias
Specific Bias Patterns:
* Online opt-in panels consistently overrepresent Democratic voters compared to probability-based telephone samples
* Average bias exceeding 10 percentage points for estimates involving Black and Hispanic respondents
* Systematic errors that adjustment procedures cannot adequately address
6. Bottom line
The poll is not a reliable guide to the 2026 governor race. It rests on a registered voter, population-weighted sample that overrepresents Democrats, overweights New York City, and includes many people who did not vote in 2022 and are unlikely to vote in 2026. Any claim that Elise Stefanik is not competitive based on this poll comes from a skewed picture of the electorate, not from the voters who will actually choose the next governor.
