The owner could have easily marketed and sold his own property before the taxing authorities did. Buyers of foreclosed homes pay less because of the inherent risks associated with buying foreclosed homes (termites, water damage, squatters, other liens, ect). That doesn't mean it's not market rate. It's definitionally market rate for the condition it's in.
