If you see in the last version of that paper (r3, https://t.co/9cL1A4nD6x takes you to last revision), they had to leave open the potential for not doing left-to-right eval, because one set of vendors fought the authors.
in 5.2 utility widgets stopped working at runtime. with 5.2.1 it was still disabled so had to be intentional. mad enough to look at github
