It declared the Communist Party of the United States (CPUSA) to be part of a conspiracy to overthrow the government, stripped it (and similar "Communist-action" organizations) of legal rights/privileges/ immunities as a political party, and criminalized knowing membership or support for such groups.

It built on the earlier Internal Security Act of 1950 (McCarran Act).
