Goverment can easily fix this issue

1. Sell pure petrol at current price for non compatible vehicles.
2. Sell E20 at 10% lower price for compatible vehicles.
3. Don't increase the ethanol percentage for next 10 years.
4. for next 10 years push for alternative to petrol

After 10 years you will not see combustion engines on road.
