JWR CFS – Is this trade facilitation?

Trade has been repeatedly facing labour and service issues at JWR CFS in JNCH Customs.
The photographs clearly show the situation at the CFS: Growing backlogs and trade waiting for cargo to be processed. If the existing backlog cannot be cleared, why is more export cargo continuously being allocated to the same facility?
Today, JWR handles a very substantial share of LCL export cargo at JNCH and has also been entrusted with import shipments. This raises a serious question: where is the accountability when service capacity is unable to cope with the cargo being entrusted to the facility?
The trade is paying substantial charges for these services. Some of the charges reported by the trade include:
https://t.co/cCO4ZnxK76. 750 per Shipping Bill, stated to be AOTS charges. For example, 10 Shipping Bills on one vehicle would mean Rs. 7,500.
https://t.co/cdBh05EC3q. 90 per MT per vehicle. For 10 MT, this works out to Rs 900.
3.Vehicle-entry charges based on number of tyres: reported as Rs 200 for 4 tyres, Rs 250 for 6 tyres, Rs 600 for 8 tyres and Rs 600–Rs 800 for 10 tyres.
Most importantly, the trade has reported that tyre-related amounts are collected in cash and receipts are not provided. If these are authorised charges, why is there no proper receipt and transparent accounting?
There is also a new charge displayed for pallet pulling – Rs. 50 per pallet/package.(again in cash - no receipt )
The question is simple:
If the CFS is collecting charges for services, why is the trade still struggling to receive timely and adequate service?
And where cash is collected without receipts, who audits these collections and what is the accountability mechanism?
@cbic_india, this is not merely a labour issue. It is a larger issue of trade facilitation, service standards, transparency, accountability and concentration of cargo at one facility.
How can we speak of ease of doing business and growing exports when exporters and Customs Brokers are forced to face such conditions at the ground level?
We request CBIC/JNCH to urgently examine:
1.JWR's capacity versus the volume of cargo entrusted to it
2.The growing export backlog and reasons for the delays
3.All charges collected from the trade and their authorisation

5.Labour availability and service standards
6.Whether adequate competition/options exist for LCL export cargo
7.Whether additional cargo should be allocated until existing backlogs are cleared
Trade facilitation cannot mean merely collecting charges. It must also mean timely service, transparency and accountability.
