ऐसा लगता है कि जनता ही एकमात्र अपराधी है और जुर्माना देने के लिए उत्तरदायी है। प्रशासन, निगम और सरकार कोई जिम्मेदार नहीं है। उनके लिए कोई नियम लागू नहीं होते हैं। वे किसी भी चूक के लिए कभी ज़िम्मेदार नहीं हैं।

क्या उन्हें दोषी नहीं ठहराया जाना चाहिए ????

नागरिक केवल काम करेंगे... दर्द का सामना करेंगे... टैक्स चुकाना होगा... जुर्माने का भुगतान करेगा... सरकार की जेब भरें... और उन्हें फिर से सत्ता में आने के लिए वोट दें !

Solve basics things, like:-

1) No dogs/animals on roads
2) Proper garbage collection
3) Easy availability of taxis (& fair pricing)

This itself boosts tourism by 15-20% especially foreign tourists. And, helps bring foreign $ (which we desperately need now).

Best part: the budget for 1 foreign visit can be used to solve all above issues in places like Goa.

We won't do it. Because we are "talk" economy.
Not an action economy.
