पुणे महानगरपालिकेने गणेशोत्सव मंडळांच्या आयोजित केलेल्या बैठकीत एका नागरिकानं ध्वनिप्रदूषण आणि त्यामुळे होणाऱ्या त्रासाविषयी मत मांडलं तर त्या माणसाच्या मतावर चर्चा करण्याऐवजी त्याला एखाद्या गुन्हेगारासारखं बाहेर काढण्यात आलं.
जो गणेशोत्सव एके काळी आनंदोत्सव होता, त्याची पातळी दिवसेंदिवस खालावत जाताना आपल्या मनाला वेदना होत आहेत आणि त्याविषयी मतं मांडण्याची व्यासपीठंही बंद होत आहेत.

हालाँकि Happy Hours एक उपयुक्त शब्द नहीं है, लेकिन इस तरह की छूट देना MRI सेंटर्स की मजबूरी भी है ।

MRI मशीन एक सामान्य मशीन की तरह नहीं होती जिसे रात में बंद करके सुबह फिर चालू कर दिया जाए।

अधिकांश conventional superconducting MRI सिस्टम में मैगनेट को अत्यंत कम तापमान पर बनाए रखना पड़ता है और cryogenic कूलिंग सिस्टम को लगातार maintain करना होता है।
इसलिए MRI को हर रात पूरी तरह स्विच ऑफ करना सामान्य ऑपरेटिंग प्रैक्टिस नहीं है।

पूरी तरह मैगनेट को ramp-down करना एक अलग और विशेष प्रक्रिया है, जिसमें समय, लागत और हीलियम लॉस जैसी समस्याएँ होती हैं।

इसका मतलब है कि मरीज स्कैन करा रहा हो या मशीन खाली खड़ी हो, दोनों समय में मशीन चालू रहती है और सेंटर का पैसा खर्च हो रहा होता है ।

इसके अलावा MRI की एक दिन में सीमित scanning capacity होती है। हर स्कैन में समय लगता है और मशीन के पास 24 घंटे में सीमित अपॉइंटमेंट स्लॉट ही होते हैं।

दिन में MRI की डिमांड बहुत ज्यादा है। स्लॉट आसानी से भर जाते हैं और सामान्य शुल्क लिया जाता है।

लेकिन रात के 2–6 बजे डिमांड बहुत कम हो सकती है। अगर ये स्लॉट खाली रह गए, तो अस्पताल की मशीन की capacity इस्तेमाल हुए बिना ही चली जाती है।

अगर अस्पताल इन खाली स्लॉट्स को 40–50% कम कीमत पर भर देता है, तो भी वो मशीन को खाली रखने से बेहतर है क्यूँकि जब मशीन खाली है तो भी सेंटर का उतना ही पैसा खर्च हो ही रहा होता है ।

इससे Fixed और standing costs की बेहतर recovery होती है और मरीजों की daytime वेटिंग को भी कम करता है

इसलिए इसे केवल “Discount” समझना सही नहीं है।

यह वास्तव में High Fixed Cost Healthcare Infrastructure का Capacity Optimisation Model है।

On 8 August 1942, the Quit India resolution was passed at Gowalia Tank. The next morning, with the leaders already under arrest, it was Aruna Asaf Ali who climbed up and raised the tricolour over the maidan.

Within days the newspapers were censored and the country went dark. Into that silence, a 22-year-old student leaned into a microphone in a rented flat: "This is the Congress Radio calling on 42.34 metres, from somewhere in India."

Her name was Usha Mehta. She opened every broadcast with Sare Jahan Se Achha (a song the government had banned) and read out the news the Raj was working to bury.

For close to three months she carried a hidden transmitter from flat to flat — Chowpatty, Walkeshwar, Girgaon — a step ahead of British detector vans.

Then she was betrayed, arrested, and sent to Yerawada for four years. She gave up no one.

SIR मोहिम हे एक भयानक प्रकरण असून या माध्यमातून विरोधी विचारांच्या मतदारांची नावे कशी वगळली गेली किंवा भलत्याच ठिकाणी कशी दाखवली गेली हे प. बंगालमध्ये अवघ्या देशाने पाहिलं. एकीकडं हे SIR प्रकरण गाजत असताना आता दुसऱ्या बाजूला भाजपानेही गावपताळीवर आपल्या BLA मार्फत स्वतंत्र यंत्रणा कामाला लावली असून त्यांना दिलेल्या लिंकमध्ये मतदारांची पडताळणी केली जाते आणि ही पडताळणी करताना या लिंकमध्ये मतदारांच्या नावापुढे १. आपले २. संदिग्ध ३. विरोधी असे तीन पर्याय दिलेले आहेत. यापैकी एका पर्यायाची निवड करुन मतदारांची वर्गवारी करण्याचं काम सुरु आहे.

यामुळं काही प्रश्न निर्माण होत आहेत.
१.शासकीय यंत्रणा SIR मोहिम राबवत असेल तर त्याच वेळी भाजपनेही आपली समांतर यंत्रणा या कामी कशी लावली?

२.संदिग्ध आणि विरोधी विचारांच्या मतदारांची नावे वगळण्याचा किंवा त्यांना भलत्याच ठिकाणी दाखवण्यासाठी तर हे केले जात नाही ना?

३.कोणत्याही राजकीय पक्षाला मतदारांच्या वैयक्तिक किंवा गोपनीय रेकॉर्ड्चा वापर करुन स्वतःची समांतर राजकीय मोहिम चालणण्याचा कोणताही कायदेशीर अधिकार नाही, असं कोर्टाने सांगितलं असतानाही भाजप हे कोणत्या अधिकारात करत आहे?

या प्रश्नांची उत्तरं भाजपाने द्यावीत आणि निवडणूक आयोगानेही याची गंभीर दखल घ्यावी..!
