For nearly half a century, the top tax rate on the wealthiest Americans was nearly double what it is today. During that time, we invested in education, supported workers, and built world-class infrastructure. The middle class expanded.
Then came the backlash. Corporations and their allies, including then-California Governor Ronald Reagan, started calling for so-called trickle-down economics. In the 1980s, they slashed taxes on the rich, undermined workers' rights, and cut funding for essential services. It was more of the same under George W. Bush, and then Donald Trump.
Today, California has a two-tiered tax system. While working people pay their fair share, the wealthiest people and corporations exploit tax loopholes to skip out on paying billions of dollars every year.
As governor, I will close tax loopholes that allow the wealthiest commercial property owners, like Donald Trump, to avoid paying taxes based on what their skyscrapers, golf courses, and developments are actually worth. I'll use the money to fund education, health care, and local services.
It's time to stand up to corporations and invest in working Californians.
