In J.R.R. Tolkien's The Lord of the Rings, Sauron is not a giant, flaming physical eye perched atop Barad-dûr. He possesses a physical body. The Great Eye is a symbol of his ever-watchful will, his mind, and the emblem carried on the banners of Mordor's armies.
Peter Jackson's film trilogy, however, chose to depict Sauron as a massive fiery eye atop Barad-dûr as a visual representation of his presence and power.
The biggest misconception about Sauron's physical form comes from the belief that, because he lost his body during the War of the Last Alliance, he never regained one. After Sauron was defeated by Elendil and Gil-galad, Isildur cut the One Ring from Sauron's hand as weregild for his father. Sauron's physical body was destroyed, but because he was a Maia- an immortal angelic spirit. His spirit could not be destroyed.
Since Sauron had poured much of his native power into the One Ring, his spirit remained bound to Middle-earth for as long as the Ring endured. For roughly a thousand years, he existed without a physical body. Around the year 1000 of the Third Age, he slowly began taking shape again, first appearing in Dol Guldur as the Necromancer before eventually returning to Mordor and rebuilding Barad-dûr.
By the time of The Lord of the Rings, Sauron once again possessed a physical form and dwelled within the Dark Tower. This is confirmed by Gollum, who was personally captured, tortured, and interrogated by Sauron in Mordor. Describing what he saw, Gollum tells Frodo:
"Yes, He has only four on the Black Hand, but they are enough."
This detail also explains why Sauron is still missing a finger. Although he was able to create a new body, the loss of the Ring, and the finger Isildur severed to take it, left a permanent wound upon his being. Much like Frodo's Morgul wound never fully healed, Sauron could never completely restore himself. Even in his new physical form, the missing finger remained as a lasting mark of his defeat.
