No, the Quran does not say that. It predates modern voting by 1,300+ years and never mentions elections.
The closest verse is 5:51, warning believers not to take Jews/Christians as "awliya" (allies/protectors/leaders). Scholars interpret this differently—some strictly, others allow voting for non-Muslims in democracies if it brings benefit, justice, or less harm to Muslims. Many Muslims worldwide do so.
