there must be 2 "things" between the attacker and the goal (measured generally from the players foot or shoulder) between the strike and the goal...

one of those is usually the keeper.
the other one must be the ball or a player

IFAB judges under 3 categories for a foul/challenge (careless, reckless, or excessive force).

This was a careless challenge that resulted in contact of the attacker. Should have been a penalty.
