My advice to President Donald J. Trump
Your Excellency, Mr. President, if you can listen to a humble Congolese expert, a Fulbright scholar, trained/educated in and by the US in Peace, Justice, Conflict Resolution, Holocaust, and Genocide Prevention, I have the following to advise Your Excellency:
I notice you have good intentions and will as well as all the potentials, and you are in the right path to help bring peace in the DRC and the Africa’s Great Lakes Region (AGLR).
But, apart from the illegitimacy of Rwanda’s and Banyarwanda/Banyamulenge (Bany2) leaders’ (M23) claims over the DRC owing to their falsity, I do not find addressed/treated in all the agreements so far signed in Washington, DC and Doha, the underlying causes of the violent conflict in the DRC since 1996. I do not know the content of the agreement to be signed today.
If today’s agreement will also keep silent or shallow on those underlying roots of wars, then, please, Mr. President, accept to take some more time to lead your administration and your partners, Qatar, the DRC and Rwanda to discuss and treat the underlying causes of those violent Rwanda’s conflicts exported to and fought in the DRC through the M23 and its forerunners (AFDL, RCD, CNDP). Otherwise, lasting peace will not be reached because the recurring wars in the DRC are neither accidental nor circumstantial.
Indeed, they stem from and are entrenched three deeply rooted ideologies and two converging ambitions, which together are supported mainly, not exclusively, by four structural factors and, at least, two contingent factors that are not addressed in all the agreements signed so far, neither in Washington, DC nor in Doha. Until those factors, at least, are altered, by negotiations no lasting peace will be possible.
Those ideologies are Rwandan and Bany2 leaders’ hegemonic ethnonationalism, Bany2 leaders’ secessionist ethnonationalism, and Rwandan and Bany2 leaders’ genocidal ideology. They are doubled by two confluent ambitions: current Rwandan leaders’ territorial expansion to DRC (Masisi, Rutshuru, Uvira, Fizi, and Itombwe in Mwenga) and Bany2 leaders’ secessionist project in the Kivus, and even Ituri. All took shape from these structural factors that keep feeding them: the quasi-inexistence of the DRC state for different reasons, the geographic proximity, the availability of natural resources and easy mobilizable manpower doubled with the will to dominate, and the persistent will from indigenous Congolese leaders to fight and resist against domination by Rwanda and Bany2 ethnonationalist leaders. Finally, at least, two contingent factors: international, regional and local complicities with and complacencies towards Rwanda and Bany2 owing to the 1994 genocide in Rwanda.
Again, if no changes, no alterations are made to the above ideologies, ambitions and factors, no stable peace will be back in the DRC and the AGLR.

I decide to take the time to quietly and carefully read the December 4, 2025, Peace Agreement before I react. But at first glance, I notice the body language of both Presidents Tshisekedi and Kagame. They send each and both clear messages: there seems to be a loser and a winer. Then some preliminary questions come to my mind: who will start the implementation of the agreements? Who will enforce them? And because it is all turning around the presence and/or the withdrawal of Rwandans and/or Banyarwanda in/from the DRC, who knows or can ascertain who's who among the M23 soldiers/staff as well as the FDLR militiamen in the DRC to assert that what was expected to be accomplished as first results is achieved so that the next step may start to achieve in the end stable peace?
