Wer kommt überhaupt infrage und was hängt dran:

Berechtigt sind nicht alle. Grundlage ist die EU-Liste der Carbon-Leakage-Branchen (KUEBLL, Teilliste 1, rund 91 Sektoren): Chemie, Metall, Glas, Keramik, Papier, Teile des Maschinenbaus.

Breiter Mittelstand und Dienstleister bleiben außen vor.

Pflichten: 50 % der Entlastung müssen in Dekarbonisierung reinvestiert werden. - ab 10 GWh beantragtem Verbrauch braucht es ein Wirtschaftsprüfer-Testat.

Zeitplan: Geltung für die Jahre 2026 bis 2028.
Antrag erstmals 2027, rückwirkend für 2026.
Das BAFA-Portal öffnet voraussichtlich erst Ende 2026.

Heißt konkret: Das Geld fließt frühestens 2027 — die Berechtigung und die Mengenabgrenzung klärt man aber besser jetzt.

Ab 2026 gibt es den neuen Industriestrompreis. Er ersetzt nicht die Strompreiskompensation, er tritt daneben.

ISP: deckelt den Strompreis auf 5 ct/kWh für die Hälfte des Verbrauchs. SPK: gleicht die CO2-Kosten im Strompreis aus. Höhe individuell, abhängig von CO2-Preis (Vorjahr), Emissionsfaktor, Fördersatz (meist 75 %) und Stromverbrauch.
Dieselbe Strommenge darf nur einmal gefördert werden. Für getrennte Mengen sind beide kombinierbar aber die Aufteilung muss vor dem Antrag feststehen.
Wer berechtigt ist, muss jetzt rechnen, welches Instrument für welche Menge lohnt. Wer falsch wählt, verschenkt Förderung.
