Sudbury-Hudson portion is very different case. Perfectly viable to put HVTL under streets and let the town build trail to standards its residents support.

Infinitely more complicated and disrupted to contaminated soils. Sudbury can have a rail trail (which it has votes to support repeatedly) without selling out to @EversourceMA.
