🇧🇷 Brazil - Receita Federal (RFB) Data Breach Exposes 279 Million Brazilian CPFs

Receita Federal, Brazil's federal tax authority, has allegedly been compromised, leading to the exposure of personal data for 279 million Brazilian citizens. An anonymous entity claims to have initially discovered a legacy system backup from 2019 containing 248 million CPFs. Following the government's denial of this initial claim, the entity states they subsequently extracted 279 million rows directly from the government's active system, alleging this newer data is current and not recycled. The group also criticized the Receita Federal for dismissing the initial claims as "fake news" and for not opening an investigation, despite inconsistencies noted in the data management. The Receita Federal has a history of denying data leaks, even when extensive CPF data has been exposed in the past, such as the 2021 incident involving 223 million Brazilians [8, 9].

The allegedly compromised data includes:
* CPF numbers
* Year of exercise
* Year of death
* Neighborhood
* Postal code
* Municipality of residence
* Municipality of naturalization
* Occupation nature
* Occupation
* Country of nationality
* Country of foreign resident
* Sex
* Cadastral status (such as Regular, Suspended, Canceled, Pendente de Regularização, Nula, and Cancelada de Ofício) [11, 12]
* Administrative unit
* Address complement
* CPF registration date
* Birth date
* Email addresses
* Foreign status
* Foreign resident status
* Street name
* Full name of the person
* Mother's full name
* Social name
* Street number
* Phone number
* Residence street type
* UF of residence
* UF of naturalization
* Last update date

The listing highlights various inconsistencies within the database, such as 144,376 CPFs with invalid check digits and records for individuals purportedly born in the 12th century, indicating potential data management issues within the Receita Federal's systems. The volume of data for sale is 69.6 GB, with the 2026 database priced at $10,000 and the 2019 database at $1,300.
