Billionaire Vladimir Yevtushenkov says Russia must return to a Soviet-style model of full-cycle technological development after losing critical capabilities during the oil-boom years of the 2000s and 2010s.

“At some point, when we began to have large amounts of petrodollars, we started living according to the principle: ‘We’ll buy everything and screw everyone,’” Yevtushenkov said.

“After some time, it turned out that you can't buy everyone, you can't buy everything, and you can't screw everyone,” he added.

He said Russia is now being forced to return to the legacy of the USSR, which he described as one of only two full-cycle technological powers of its era, alongside the United States.

“Today, again, there are two technological powers: the United States and China,” Yevtushenkov said.
