The Atlantic Council’s “Russia Tomorrow” project doesn’t bother with euphemisms. One of its core scenarios is straightforward:

The empire collapses.

Russia fractures along ethnic and regional fault lines into a collection of weaker, more pliable states. RAND and the Jamestown Foundation have produced their own maps and papers doing the same thing and carving Russia up into “manageable” pieces ready for new political and economic arrangements.

To Russians this is not some abstract strategic exercise.

It is a direct threat to replay the 1990s and they remember that decade with visceral clarity. Western-backed shock therapy, hyperinflation, oligarchs...

A nuclear superpower reduced to begging for IMF scraps and watching its influence evaporate.

They remember that “democracy and reform” actually delivered plunder dressed up as progress.

So when serious policy circles in Washington and Brussels treat the fragmentation of Russia as a legitimate, even desirable, policy option, ordinary Russians do not hear hopeful talk of liberalization.

They hear the same forces that nearly finished the job in the 1990s announcing they would like another go and this time with the pieces already pre-cut.

That memory is precisely why the overwhelming majority of Russians continue to support a strong central state. They see it as the only realistic barrier against repeating that catastrophe.

Now imagine the reverse.

Imagine Russian, Chinese, or Iranian think-tanks openly publishing detailed scenarios titled “The American Empire Collapses” or “The EU Fragments” breaking the United States into its constituent regions or ethnic enclaves, or splitting the European Union into smaller, weaker entities ripe for external influence and resource extraction.

Imagine them discussing how best to exploit Texas, California, or the South as independent pieces, or turning Germany, France, and Italy into manageable satellites.

The howls of outrage from Washington and Brussels would be deafening. It would be called existential aggression, hybrid warfare, incitement to treason.

The uncomfortable truth is this....

These fragmentation blueprints are not about spreading democracy.

They are the clearest possible signal to Russians that this is an existential fight for the survival of their country as a sovereign power and not some negotiable territorial spat.
