Dear representatives of the Department of Government Efficiency (DOGE).
We are writing to you with a request to conduct an inspection of the activities of the so-called “Sviatlana Tsikhanouskaya's Office”, organized by a group of illegitimate representatives after the 2020 presidential elections in Belarus, its management and related structures in connection with large-scale fraud and embezzlement of funds during the distribution of U.S. grants (including through the United States Digital Service (USDS)).
We draw attention to the complete lack of transparency in the management of funds allocated by the United States. Hundreds of millions of dollars aimed at supporting democracy in Belarus were distributed through the “Sviatlana Tsikhanouskaya's Office” and structures created by it. However, during the four years of using the US aid, these structures have never provided the public with reliable reports on the expenditure of these funds, and there are many evidences of fraud, embezzlement and misuse of grants.
In connection with the above, we urge DOGE:
Conduct an audit of all U.S. grants sent to the “Sviatlana Tsikhanouskaya's Office” and related structures.
Initiate an investigation by the competent authorities into the activities of the “Sviatlana Tsikhanouskaya's Office”, its management, related structures and lobbyists in the United States.
Assess the level of threat posed by the activities of the “Sviatlana Tsikhanouskaya's Office”, its management and related structures to the national security of the United States and Belarus.
Take measures to stop the financing of the “Sviatlana Tsikhanouskaya's Office” and related structures with funds from the United States.
We hope that the Department of Government Efficiency will take this problem seriously and initiate the necessary measures to protect the interests of U.S. taxpayers and Belarusian citizens.

Apparently, the US was sending over $20M every year to Belarus for "Increasing Political Participation in Belarus Activity," "Civil Society Support," etc. As a US citizen who was born and raised in Belarus, I’m highly concerned that this money was being misused
