How dishonest is PC is established finally by the affidavit filed by the Home Ministry under him in the Supreme Court in 2013 which said

Naxals are a combination of armed insurrection, mobilisation of sections of society and tactical alliances with other insurgent groups.

According to the affidavit, Maoist “mass/front organisations” operating in cities were “organically linked” to the CPI (Maoist). The government referred to:

“ideologues, who include academicians and activists”

and said such networks used human-rights issues, legal processes and “propaganda and disinformation” in ways that could undermine security operations https://t.co/VXWm7lePnA)

The affidavit went further. It said these ideologues and supporters had contributed to keeping the Maoist movement alive and were:

“These ideologues … have kept the Maoist movement alive and are in many ways more dangerous than the cadres of the ‘People’s Liberation Guerrilla Army’.”

The affidavit said alongside armed insurgency, it sought to mobilise targeted sections of society, “especially the urban population,” through “mass organisations” or “front organisations.”

The affidavit explicitly linked some front organisations with NGOs. It stated that these “mass organisations” mostly operated under the garb of “Human Rights NGOs”, maintained separate identities, and were, according to the government, organically linked to the CPI (Maoist) structure. This was the UPA govt’s submission before the Supreme Court, not merely a political speech or media comment.

The affidavit said LWE-affected states should initiate legal action against Maoist front organisations in “towns and cities”, describing them as a source of recruitment for underground cadres and of dissemination of violent Maoist ideology among vulnerable sections.

In December 2013, the Home Ministry similarly informed the Lok Sabha that the CPI (Maoist) was seeking to expand in urban areas through overground front organisations.

According to the ministry, members could operate as activists, provide shelter and logistics to underground cadres, use legal proceedings to impede enforcement and engage in propaganda.

PC did not use the expression “dimagi Naxal” when it refered to the movement’s urban or ideological support structure was already part of the Union government’s official assessment by 2013.

PCs Ministry formally told the Supreme Court that the Maoist challenge extended beyond armed guerrillas to urban front organisations, ideologues, academics and activists, and had described some of these ideologues as potentially “more dangerous” than armed PLGA cadres.

Having spoken about Urban Naxal intellextuals and NGOs as co conspirators of Naxals now he dishonestly tries to swallow his own spit by calling himself a proud Dimagi Naxal.

If there is a Nobel Prize for dishonesty PC will be the unanimous choice
