Lets be clear about the government shutdown. It wasn't a vote where the majority wins to pass a continuing resolution. It wasn't a vote on a spending bill.

It was a vote to overturn a Democrat filibuster to block the bringing of the Continuing Resolution (a spending bill) to the floor to be voted on. To overturn a filibuster you need 60 votes. It is a special way to block voting on bills in the Senate.

Even if every single Republican voted to overturn the filibuster (there are two against and one democrat for it), it cannot be brought to the floor for a vote.
