That’s why, as part of our Working for Workers 7 legislation, our government is working with the WSIB to launch a new rebate of up to $2,500 to help put life-saving defibrillators on construction projects across Ontario.

📣On October 23rd, 2025 the government introduced proposed legislative amendments to the Construction Act to refine the amendments made last year (Bill 216) on holdback in response to the 2024 OCAR report. These latest technical amendments were introduced as part of Bill 60, Fighting Delays, Building Faster Act, 2025.
These technical amendments received Royal Assent on November 27th, 2025. The legislative amendments to the Construction Act resulting from the OCAR report (Bill 216) will take effect on January 1, 2026.
The key legislative amendments are as follows:
1. Mandatory annual release of holdback;
2. Broadened access to adjudication;
3. Proper (vs. “improper”) invoices, and definition of “price” (vs. “contract price”).

📣As of January 1, 2026 - ISO 45001 and COR™ 2020 will be officially recognized as equivalent in the Province of Ontario — a major win for our industry.
With the passing of Bill 30 (Working for Workers Act 7), ISO 45001 and COR™ 2020 will be treated equally for any public infrastructure project that requires an accredited Occupational Health and Safety Management System (OHSMS) as part of the procurement process or as a condition of contract. As a result, no company in Ontario will be excluded from bidding on public infrastructure projects.

📣To reduce cardiac arrest fatalities on Ontario construction sites, the Government of Ontario introduced O. Reg. 157/25: Construction Projects (“Regulation”) under the Occupational Health and Safety Act. The Regulation, which comes into force on January 1, 2026, will require a constructor to have a defibrillator on certain project sites.
The Regulation will apply to a constructor at a construction project where:
a. Twenty or more workers are regularly employed at the project, and
b. The project is expected to last at least three months.

📣On January 1, 2026, new requirements and a new regulation (O. Reg. 476/24) under the ESA will come into effect for employers who advertise publicly advertised job postings. The requirements with respect to publicly advertised job postings will not apply to employers that employ less than 25 employees on the day the posting is posted.
In addition to the rules and exemptions for job postings, subsequent amendments will be made to regulate certain aspects of publicly advertised job postings.
