There's nothing quantum about post-quantum crypto. It runs on normal hardware and swaps factoring and elliptic curves for lattices and hash functions quantum computers aren't known to break. Shor kills RSA and ECC. Grover only dents symmetric keys, and 256-bit fixes that.
Shor's algorithm (1994) factors integers and solves discrete logs in polynomial time on a large fault-tolerant quantum computer. That takes out RSA, DH, ECDH, ECDSA and EdDSA in one go. Bigger keys don't help either. The attack scales right along with them.
