The oort cloud being the outer part of the suns gravitational well and influence. Seems fair there would also be space debris collecting here

I'm just pointing out that the oort cloud theory isn't unlikely and provides as an explanation for comets with such big apogee's. I would even say that this theory is pretty straight forward (1/2)

And even a billion comets of around 20km in size, combined, dont have enough mass to form a black hole. You would need to compress the suns mass equivalant into a ball of 2,5km for it to become a black hole.
