PADD 2 gets constant crude flows from Canada. It is essentially a form of SPR. These Canadian heavy oil barrels have NOWHERE to go. They can only go to the US because Canadian politicians are dumber than a bag of cookies.

And since US crude oil production is near 13.7 million b/d, the US is self sufficient in the barrel counting sense, but not the crude quality sense.
