The Lagos–Calabar Coastal Highway should have followed a similar principle. If the government lacked the resources to complete the coastal route, it should have stopped where its capacity allowed and left the rest for future governments.

Taking the highway inland defeats the very idea of a coastal highway.

You cannot build massive public expectation around a dedicated littoral corridor running straight through coastal communities, only to quietly reroute it inland. When an FEC-approved master plan is altered after funds have already been deployed, the government owes the public a strategic breakdown, not defensive press statements.
