I'm doing a @RTOAmanda appreciation day today. We rarely acknowledge the importance of journalistic work as the "first authors of history", but Amanda's work has been and is critical to understanding some really complex issues at the heart of the energy industries. These aren't easy topics and she handles them with ease. Kudos to Amanda, and I hope @rtoinsider has some really great carpal tunnel insurance for you.

At MISO (@MISO_energy) Board Week June 13-15, MISO leadership repeatedly mentioned that the system is sitting on 42 GW of unbuilt resources that have cleared the interconnection queue and would shore up deteriorating reserves.

The cost estimate for MISO’s and SPP’s package of 345-kV lines meant to facilitate the interconnection of generation at the seams has nearly doubled, the RTOs have said in the past week. The portfolio’s costs have climbed from $1.1 billion to $1.9 billion.

Staff again this week said they need to toughen rules around entering and exiting the interconnection queue so that MISO (@MISO_energy) doesn’t devote time to studying projects that aren’t a sure thing. The RTO debuted its plan in late May.

The RTO’s first set of concurrently conducted seasonal capacity auctions is a far cry from last year’s annual auction, which cleared all of MISO Midwest at the nearly $240/MW-day cost of new entry (CONE), signifying a critical need to build resources.

The May 15-16 summit played out as the results from the RTO’s first seasonal capacity auction were pending. The auction was delayed a month after a FERC show-cause order to calculate an accurate capacity ratio.

Cardinal-Hickory Creek is one of the 17 Multi-Value Projects MISO approved as a $5-billion portfolio in 2011. The line is projected to facilitate the connection of nearly 20 GW of renewable energy, but it has been mired in litigation for more than a decade.

PJM’s Reliability Pricing Model calls for the BRA to be held in May, three years prior to the start of the delivery year. But the schedule has been suspended since 2018 as the RTO has considered repeated changes to its capacity market rules.

The @DukeEnergy in North Carolina and the Tennessee Valley Authority (@TVAnews) had to cut power to some consumers to help keep the grid from failing. For both power companies, it was the first time they had to employ these extreme reliability measures.

FERC last week accepted three unexecuted network upgrade agreements for wind farms in the Dakotas and Minnesota, filed by MISO interconnection customers in protest over the commission’s order reinstating transmission owners’ rights to self-fund the upgrades.

MISO (@MISO_energy) plans to bring a second long-range transmission plan portfolio forward for the board’s consideration sometime next year. The recommendation will again be focused on MISO Midwest and could hit $30 billion, staff have said.

“So, a difficult quarter,” MISO Independent Market Monitor David Patton said as he began his postmortem. Patton said had it not been for the winter storm, real-time energy prices would have been down 11% year-over-year. Instead, they were up by 15% at $47.60/MWh.
