It all depends on what you mean by white. Historically, the identity has been Roman vs Barbarian. Roman identity eventually became Christian identity during the 11th CE crusades. At this point, brown Christians in the levant were part of the identity but not white Baltics who had not yet converted.

The reconquista required sorting who was Christian vs Jewish or Moorish and the simplest way to do this was skin tone. So after 1492, everyone who was dark was othered and expelled. The motivation was to reshore the christian identity, skin tone was just the instrument.

The Portuguese adapted this skin color gradation system and applied it to the Americas where they sorted people into Blanco, Mulatto, etc. and created the caste system. So white identity began with the genocide of non-Christians in Spain and the Americas.

Inside Europe however, national identities were still paramount. In northern Europe, people were not even aware of White identity and busy fighting amongst themselves. The settling of America and the importation of slaves meant that White identity superceded European national identity in the Americas and later the other European colonies.

The primary identity in Europe was still the nation. What you speak, what you eat, what your national lore is was the most important thing. This went into overdrive during the 18th-19th CE nationalist movements.

Until WW2, most European nations were ethnostates with very few people of other ethnicities. Jews at 2% and Gypsies were the notable visible minorities. So there was no official impetus to form a white identity. The constrast was always the national of the neighbor country.

After WW2 permanently ending the appetite for war with a European neighbor and immigration from colonies, ghettos of minorities started forming and Europeans generally adapted to white identity as primary over national identity.

The idea of the white oppressor is a 20th CE leftist meme (I don't take this seriously):
