There was a conversation between Boo Corrigan and Ed McLaughlin that jumpstarted the dialogue. NC State initially wanted to push the return game back to 2027.

But after the Rams responded by saying that if the game was moved "we'll have to get something in return, for example adding extra years to the back end," the Wolfpack said, "this is not the conversation that our AD had. We will buy you out."

If the game was moved to 2027, that would have pushed a potential buyout into the following fiscal year, altering the financial structure of the agreement for both universities as it pertains to their record keeping.

The Rams proposed the idea of adding a second home-and-home series to the agreement, with games at VCU coming in 2027 and 2028 followed by a final game at NC State in 2029. NC State balked at that suggestion.
