Call or Email: Please vote ‘yes’ on the Cloud Amendment to the 2027 THUD bill to defund the kill switch.
1) Constitutional concerns: ‘Passive monitoring’ of every American driver without a warrant violates our 4th amendment rights. This isn’t about preventing drunk driving, it’s about government control. It could be weaponized for any purpose: like imposing a lockdown, climate emergency, or reducing cars on the road.
2) Safety concerns: NHTSA’s own report to congress acknowledges this technology is dangerous (anytime you cut power to a car, it’s extremely dangerous), and could cause more accidents.
FHWA’s own data shows one of the top reasons for road delay is ‘incidents.’ Kill switch incidents will litter our highways with disabled cars, many of which are not impaired but got flagged by some AI algorithm and are now stranded and will need some government official to re-enable their vehicles.
3) Cost impacts: Imagine the cost for first responders to get millions of calls per day for false flag kill switch incidents?
Also, NHTSA has yet to report how much this technology will add to the cost to our vehicles. If just the start-stop switch added $5,000, passive monitoring of lane, eyes, breath, emotional state, will be exponentially more expensive with the cameras, sensors, AI and data centers necessary to collect every driver’s telematic data, telegraph it to some government central office & make such a determination.
The kill switch violates our 4th amendment rights, creates massive new safety concerns (in the name of preventing drunk driving), and costs too much putting the cost of cars more out of reach for an already economically distressed nation.

• The Republican Party of Texas (SREC) passed a
UNANIMOUS resolution (May 2025) to repeal it
• A coalition letter (2023) with 200+ grassroots supporters was delivered
• A policy statement was hand-delivered just weeks ago
After watching the committee today with their interaction of DSHS, it's clear the authors of SB1 and HB1 don't understand their bills they passed and the real intent appears it was to punish Camp Mystic.
Senator Perry made it clearly obvious over and over that his goal is to make sure Camp Mystic is no longer in operation.
Representative Darby was obviously disappointed when he realized his bill didn't stop Camp Mystic from operating.
Ultimately, their bills are detrimental to camps and campers across Texas.
Of the over 300 camps that have applied for a renewed license, only 3 have been approved for the new requirements so far and around 175 camps have deficiencies that do not meet the new requirements yet.
I feel for DSHS because they had a mess handed to them with the new legislation that should have been better vetted before rushing it to the floor.
I have talked to several camps who are faced with millions of dollars each to meet the new requirements. The bills are so bad that you would think somebody from the government wrote them. Also, whoever put the fiber optic requirement in the bill has never actually dug a trench or even asked somebody how much it would cost to do so. I was digging a 2.5 mile trench in the hill country on September 11th, 2001. I remember that day well. 2 months later, I reported to basic training.
I am THANKFUL this is FINALLY getting the attention it deserves!!! @RepThomasMassie had this amendment in Nov 2023 when 19 House Republicans voted with the Democrats

🚨 57 House Republicans just voted WITH Democrats to keep funding the federal “kill switch” in new cars.
A “kill switch” mandate snuck into Biden’s 2021 Infrastructure Bill (Section 24220) requires new vehicles to be capable of remotely disabling themselves — or shutting down automatically if the car’s AI decides you’re driving poorly.

Rep. Thomas Massie (R-KY) offered an amendment to defund implementation of this Orwellian tech in the 2026 appropriations bill.
The result?
Yea (to defund): 159 Republicans
Nay (to keep funding): 57 Republicans + 211 Democrats
The amendment failed.
This isn’t just about drunk driving. It opens the door to government (or insurance companies) monitoring your every move, remote shutdowns, constant surveillance, and turning your dashboard into judge, jury, and executioner.
As Massie and others warned: Your car could shut off in a snowstorm because you swerved to avoid a pothole or animal. Fourth Amendment concerns? Ignored.
