A religious group announcing its own "tax" on vehicles is a direct challenge to the authority of the Indian state.
The issue is not just harassment of Himachal vehicles. The issue is whether anyone except the lawful government can decide who pays money to pass on public roads.
Punjab cannot allow this precedent to stand. Illegal checkpoints, coercive collections and parallel taxation have to be dealt with firmly before people start wondering who actually controls the road.
