If someone is going to be disirptive by yelling and insulting someone else, that doesn’t remain the person being yelled at is a disruption just simply for being there. The fault of disruption is on the one actively causing a scene, aka disrupting.

He's sentenced to 35 years for selling crack. He serves over 20 years, rehabilitates himself, is released, finds a job and starts a new life, and now is being sent back for another 10 years because the original release was an "error."
