I think insurance is the issue. Here in California we have Kaiser Permanente who is the insurance company and the provider. They have a vested interest in limiting the amount of time they spend on you because it eats into their profits. Your work pays Kaiser directly every month, and if you don't go to Kaiser that month, all the money they received is profit. The more time they spend on you the less profit so they take care of things quickly and efficiently. HMOs, on the other hand, need to touch you as many times as possible to get the most money from Blue Cross or any other insurance company. This makes them invent reasons for you to come back. It's all about $$.
