I'm curious why the SEC Division of Enforcement would pick law firm Gowling WLG of Canada to receive a potential award of over 4 million, when there are over 17,600 law firms that specialize in International Law (according to the American Bar Association as of 2022).

Interestingly it is the same law firm listed as the registered agent for "1239524" B.C. Unlimited Liability Corp. According to FINRA's tax filing for 2022, "1239524" reports directly to FINRA Technology Services LLC.

*The listed officers of "1239524" are FINRA CIO's and CFO.
