An example of how headlines distort reality. If you read the article, experts on both sides put forward their OPINIONS*, but the headline suggests that citizens' assemblies have been completely discredited.

* e.g. that the GOV'T corrupted recommendations.

I'm neither a lawyer nor American, but I think signing a bond is equivalent to promising that she'll be responsible for his showing up for trial. If he runs off, she'd be in the shite!
