ਧਾਰਾ 360 ਕੀ ਹੈ?????
ਇਸ ਦਾ ਕਿਸੇ ਸੂਬੇ ਦੇ ਵਿੱਤੀ ਢਾਂਚੇ ਨਾਲ ਕੀ ਸਬੰਧ ਹੈ???ਸੰਘੀ ਢਾਂਚੇ ਲਈ ਕਿਵੇਂ ਖ਼ਤਰਨਾਕ ਹੈ????

2026-27 ਦੇ ਪੰਜਾਬ ਬਜਟ ਦੇ ਵਿਸ਼ਲੇਸ਼ਣ ਮੁਤਾਬਕ, ਸਾਲ ਦੇ ਅੰਤ ਤੱਕ ਪੰਜਾਬ ਦੀਆਂ ਬਕਾਇਆ ਦੇਣਦਾਰੀਆਂ GSDP ਦੇ ਲਗਭਗ 45.1% ਰਹਿਣ ਦਾ ਅਨੁਮਾਨ ਹੈ। 2025-26 ਲਈ ਇਹ ਅਨੁਮਾਨ 45.2% ਸੀ......
2026-27 ਵਿੱਚ ਪੰਜਾਬ ਦਾ ਰਾਜਕੋਸ਼ੀ ਘਾਟਾ ਲਗਭਗ 39,971 ਕਰੋੜ ਰੁਪਏ, ਯਾਨੀ GSDP ਦਾ 4.1%, ਰਹਿਣ ਦਾ ਅਨੁਮਾਨ ਹੈ......ਇਸੇ ਸਾਲ ਸਰਕਾਰ ਨੂੰ ਲਗਭਗ 93,726 ਕਰੋੜ ਰੁਪਏ ਦਾ ਕਰਜ਼ਾ ਵਾਪਸ ਕਰਨਾ ਹੈ.......
ਸਭ ਤੋਂ ਚਿੰਤਾਜਨਕ ਗੱਲ ਇਹ ਹੈ ਕਿ ਸਰਕਾਰ ਦੀ ਆਮਦਨ ਦਾ ਵੱਡਾ ਹਿੱਸਾ ਪਹਿਲਾਂ ਹੀ ਤਨਖਾਹਾਂ, ਪੈਨਸ਼ਨਾਂ ਅਤੇ ਕਰਜ਼ੇ ਦੇ ਵਿਆਜ ਵਰਗੇ ਲਾਜ਼ਮੀ ਖਰਚਿਆਂ ਵਿੱਚ ਚਲਾ ਜਾਂਦਾ ਹੈ। 2026-27 ਵਿੱਚ ਇਹ ਤਿੰਨੇ ਖਰਚੇ ਮਿਲਾ ਕੇ ਲਗਭਗ 90,335 ਕਰੋੜ ਰੁਪਏ ਹਨ—ਜੋ ਅਨੁਮਾਨਿਤ ਰੈਵਨਿਊ ਰਸੀਦਾਂ ਦਾ ਕਰੀਬ 72% ਬਣਦੇ ਹਨ। ਇਕੱਲੇ ਵਿਆਜ ਦੀ ਅਦਾਇਗੀ ਲਈ ਲਗਭਗ 28,755 ਕਰੋੜ ਰੁਪਏ ਰੱਖੇ ਗਏ ਹਨ......
ਇਸਦਾ ਮਤਲਬ ਇਹ ਨਹੀਂ ਕਿ ਪੰਜਾਬ ਤੁਰੰਤ ਦੀਵਾਲੀਆ ਹੋਣ ਜਾ ਰਿਹਾ ਹੈ। ਪਰ ਇਹ ਜ਼ਰੂਰ ਦੱਸਦਾ ਹੈ ਕਿ ਕਰਜ਼ੇ ਦਾ ਬੋਝ ਸਰਕਾਰ ਦੀ ਵਿੱਤੀ ਆਜ਼ਾਦੀ ਨੂੰ ਸੀਮਤ ਕਰ ਰਿਹਾ ਹੈ.......
ਧਾਰਾ 360 ਕੀ ਹੈ?
ਭਾਰਤੀ ਸੰਵਿਧਾਨ ਦੀ ਧਾਰਾ 360 ਵਿੱਤੀ ਐਮਰਜੈਂਸੀ ਨਾਲ ਸਬੰਧਤ ਹੈ। ਇਸ ਤਹਿਤ ਜੇ ਰਾਸ਼ਟਰਪਤੀ ਇਸ ਗੱਲ ਤੋਂ ਸੰਤੁਸ਼ਟ ਹੋਣ ਕਿ ਭਾਰਤ ਜਾਂ ਉਸਦੇ ਕਿਸੇ ਹਿੱਸੇ ਦੀ ਵਿੱਤੀ ਸਥਿਰਤਾ ਜਾਂ ਕਰੈਡਿਟ ਨੂੰ ਖ਼ਤਰਾ ਪੈਦਾ ਹੋ ਗਿਆ ਹੈ, ਤਾਂ ਵਿੱਤੀ ਐਮਰਜੈਂਸੀ ਦੀ ਘੋਸ਼ਣਾ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ।
ਪਰ ਇੱਥੇ ਵੀ ਇੱਕ ਮਹੱਤਵਪੂਰਨ ਗੱਲ ਹੈ—ਸਿਰਫ਼ ਪੰਜਾਬ ਦਾ ਕਰਜ਼ਾ ਵਧ ਜਾਣ ਨਾਲ ਧਾਰਾ 360 ਆਪਣੇ ਆਪ ਲਾਗੂ ਨਹੀਂ ਹੋ ਜਾਂਦੀ......
ਇਸ ਲਈ ਇਹ ਸਾਬਤ ਕਰਨਾ ਪਵੇਗਾ ਕਿ ਹਾਲਾਤ ਇੰਨੇ ਗੰਭੀਰ ਹਨ ਕਿ ਦੇਸ਼ ਜਾਂ ਉਸਦੇ ਕਿਸੇ ਹਿੱਸੇ ਦੀ ਵਿੱਤੀ ਸਥਿਰਤਾ ਜਾਂ ਕਰੈਡਿਟ ਨੂੰ ਅਸਲ ਖ਼ਤਰਾ ਪੈਦਾ ਹੋ ਗਿਆ ਹੈ......ਇਸ ਤੋਂ ਬਾਅਦ ਸੰਵਿਧਾਨਕ ਪ੍ਰਕਿਰਿਆ ਤਹਿਤ ਰਾਸ਼ਟਰਪਤੀ ਵੱਲੋਂ ਘੋਸ਼ਣਾ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ ਅਤੇ ਉਸਨੂੰ ਸੰਸਦ ਦੇ ਦੋਵਾਂ ਸਦਨਾਂ ਸਾਹਮਣੇ ਰੱਖਣਾ ਪੈਂਦਾ ਹੈ....
ਜੇ ਧਾਰਾ 360 ਲੱਗ ਜਾਵੇ ਤਾਂ ਪੰਜਾਬ ਨੂੰ ਕੀ ਨੁਕਸਾਨ ਹੋ ਸਕਦਾ ਹੈ?
ਇਹ ਸਥਿਤੀ ਪੰਜਾਬ ਲਈ ਬਹੁਤ ਗੰਭੀਰ ਹੋ ਸਕਦੀ ਹੈ। ਕੇਂਦਰ ਸਰਕਾਰ ਸੂਬੇ ਨੂੰ ਵਿੱਤੀ ਅਨੁਸ਼ਾਸਨ ਬਾਰੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਦੇ ਸਕਦੀ ਹੈ। ਸਰਕਾਰੀ ਖਰਚਿਆਂ ਉੱਤੇ ਵਧੇਰੇ ਨਿਗਰਾਨੀ ਅਤੇ ਪਾਬੰਦੀਆਂ ਆ ਸਕਦੀਆਂ ਹਨ ਤੇ ਸੂਬੇ ਲਗਭਗ ਕੇਂਦਰ ਦੀ ਲਗਾਮ ਹੇਠ ਆ ਜਾਂਦਾ ਹੈ ....
ਇਸਦਾ ਅਸਰ ਵਿਕਾਸ ਕਾਰਜਾਂ ਉੱਤੇ ਵੀ ਪੈ ਸਕਦਾ ਹੈ... ਸੜਕਾਂ, ਨਵੇਂ ਪ੍ਰੋਜੈਕਟਾਂ, ਸਰਕਾਰੀ ਸਕੀਮਾਂ ਅਤੇ ਹੋਰ ਖਰਚਿਆਂ ਨੂੰ ਸੀਮਤ ਜਾਂ ਮੁੜ ਤਰਜੀਹ ਦਿੱਤੀ ਜਾ ਸਕਦੀ ਹੈ ਤਾਂ ਜੋ ਸਰਕਾਰ ਪਹਿਲਾਂ ਆਪਣੀਆਂ ਵਿੱਤੀ ਜ਼ਿੰਮੇਵਾਰੀਆਂ ਪੂਰੀਆਂ ਕਰੇ......
ਧਾਰਾ 360 ਵਿੱਚ ਇਹ ਵੀ ਪ੍ਰਬੰਧ ਹੈ ਕਿ ਰਾਸ਼ਟਰਪਤੀ ਵੱਲੋਂ ਦਿੱਤੇ ਨਿਰਦੇਸ਼ਾਂ ਅਧੀਨ ਸਰਕਾਰੀ ਕਰਮਚਾਰੀਆਂ ਦੀਆਂ ਤਨਖਾਹਾਂ ਅਤੇ ਭੱਤਿਆਂ ਵਿੱਚ ਕਟੌਤੀ ਦੇ ਪ੍ਰਬੰਧ ਹੋ ਸਕਦੇ ਹਨ। ਇਸ ਵਿੱਚ ਸੁਪਰੀਮ ਕੋਰਟ ਅਤੇ ਹਾਈ ਕੋਰਟ ਦੇ ਜੱਜਾਂ ਨਾਲ ਸਬੰਧਤ ਤਨਖਾਹਾਂ ਵੀ ਸੰਵਿਧਾਨਕ ਪ੍ਰਬੰਧਾਂ ਅਨੁਸਾਰ ਪ੍ਰਭਾਵਿਤ ਹੋ ਸਕਦੀਆਂ ਹਨ.....
ਪਰ ਪੰਜਾਬ ਲਈ ਅਸਲ ਖ਼ਤਰਾ ਕੀ ਹੈ?
ਸ਼ਾਇਦ ਸਭ ਤੋਂ ਵੱਡਾ ਖ਼ਤਰਾ ਧਾਰਾ 360 ਦਾ ਨਾਮ ਨਹੀਂ, ਸਗੋਂ ਕਰਜ਼ੇ ਦੇ ਚੱਕਰ ਦਾ ਹੈ.....
ਜੇ ਸਰਕਾਰ ਦੀ ਆਪਣੀ ਆਮਦਨ ਦਾ ਵੱਡਾ ਹਿੱਸਾ ਪੁਰਾਣੇ ਕਰਜ਼ਿਆਂ ਦੇ ਵਿਆਜ, ਤਨਖਾਹਾਂ ਅਤੇ ਪੈਨਸ਼ਨਾਂ ਵਿੱਚ ਚਲਾ ਜਾਵੇ, ਤਾਂ ਨਵੇਂ ਸਕੂਲ, ਹਸਪਤਾਲ, ਸੜਕਾਂ, ਉਦਯੋਗ ਅਤੇ ਰੋਜ਼ਗਾਰ ਪੈਦਾ ਕਰਨ ਵਾਲੇ ਪ੍ਰੋਜੈਕਟਾਂ ਲਈ ਪੈਸਾ ਘੱਟ ਬਚਦਾ ਹੈ.....
ਫਿਰ ਨਵੇਂ ਖਰਚਿਆਂ ਲਈ ਹੋਰ ਕਰਜ਼ਾ ਲੈਣਾ ਪੈਂਦਾ ਹੈ। ਨਵਾਂ ਕਰਜ਼ਾ ਵਧਦਾ ਹੈ ਤਾਂ ਭਵਿੱਖ ਦਾ ਵਿਆਜ ਵੀ ਵਧਦਾ ਹੈ ਅਤੇ ਇਸ ਤਰ੍ਹਾਂ ਕਰਜ਼ਾ → ਵਿਆਜ → ਘਾਟਾ → ਨਵਾਂ ਕਰਜ਼ਾ ਵਾਲਾ ਚੱਕਰ ਬਣ ਸਕਦਾ ਹੈ.....
ਪੰਜਾਬ ਦੇ 2026-27 ਦੇ ਅੰਕੜੇ ਦੱਸਦੇ ਹਨ ਕਿ ਹਾਲਾਤ ਨੂੰ ਹਲਕੇ ਵਿੱਚ ਨਹੀਂ ਲਿਆ ਜਾ ਸਕਦਾ। ਹਾਲਾਂਕਿ ਬਜਟ ਅਨੁਮਾਨ ਮੁਤਾਬਕ ਬਕਾਇਆ ਦੇਣਦਾਰੀਆਂ ਦਾ GSDP ਨਾਲ ਅਨੁਪਾਤ ਥੋੜ੍ਹਾ ਘਟਣ ਦੀ ਉਮੀਦ ਹੈ, ਪਰ ਰਾਜਕੋਸ਼ੀ ਘਾਟਾ ਅਜੇ ਵੀ 4.1% GSDP ਦੇ ਪੱਧਰ 'ਤੇ ਹੈ.....
ਕੀ ਪੰਜਾਬ ਨੂੰ ਦੀਵਾਲੀਆ ਹੋਣ ਤੋਂ ਬਚਾਇਆ ਜਾ ਸਕਦਾ ਹੈ?
ਬਿਲਕੁਲ....
ਇਸ ਲਈ ਸਿਰਫ਼ ਕਰਜ਼ਾ ਲੈਣਾ ਬੰਦ ਕਰਨਾ ਕਾਫ਼ੀ ਨਹੀਂ ਹੋਵੇਗਾ। ਪੰਜਾਬ ਨੂੰ ਆਪਣੀ ਆਮਦਨ ਵਧਾਉਣੀ, ਗੈਰ-ਜ਼ਰੂਰੀ ਖਰਚੇ ਘਟਾਉਣੇ, ਸਰਕਾਰੀ ਅਦਾਰਿਆਂ ਦੀ ਕਾਰਗੁਜ਼ਾਰੀ ਸੁਧਾਰਨੀ, ਕਰਜ਼ੇ ਦੀ ਲਾਗਤ ਘਟਾਉਣੀ ਅਤੇ ਅਜਿਹੇ ਨਿਵੇਸ਼ ਵਧਾਉਣੇ ਪੈਣਗੇ ਜੋ ਭਵਿੱਖ ਵਿੱਚ ਰੋਜ਼ਗਾਰ ਅਤੇ ਸਰਕਾਰੀ ਆਮਦਨ ਪੈਦਾ ਕਰਨ......
ਕਰਜ਼ਾ ਆਪਣੇ ਆਪ ਵਿੱਚ ਬੁਰਾ ਨਹੀਂ ਹੁੰਦਾ.... ਜੇ ਕਰਜ਼ਾ ਸੜਕਾਂ, ਉਦਯੋਗ, ਸਿੰਚਾਈ, ਸਿੱਖਿਆ, ਸਿਹਤ ਅਤੇ ਉਤਪਾਦਕ ਢਾਂਚਾ ਬਣਾਉਣ ਲਈ ਵਰਤਿਆ ਜਾਵੇ ਅਤੇ ਉਸ ਤੋਂ ਭਵਿੱਖ ਵਿੱਚ ਆਮਦਨ ਪੈਦਾ ਹੋਵੇ, ਤਾਂ ਉਹ ਨਿਵੇਸ਼ ਬਣ ਸਕਦਾ ਹੈ..... ਪਰ ਜੇ ਲਗਾਤਾਰ ਕਰਜ਼ਾ ਲੈ ਕੇ ਰੋਜ਼ਾਨਾ ਦੇ ਖਰਚੇ ਪੂਰੇ ਕੀਤੇ ਜਾਣ, ਤਾਂ ਇਹ ਆਉਣ ਵਾਲੀਆਂ ਪੀੜ੍ਹੀਆਂ ਉੱਤੇ ਬੋਝ ਬਣ ਜਾਂਦਾ ਹੈ....
ਇਸ ਲਈ ਪੰਜਾਬ ਲਈ ਅੱਜ ਸਭ ਤੋਂ ਵੱਡਾ ਸਵਾਲ ਇਹ ਨਹੀਂ ਕਿ "ਧਾਰਾ 360 ਕਦੋਂ ਲੱਗੇਗੀ?"
ਅਸਲ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਕੀ ਪੰਜਾਬ ਆਪਣੀ ਵਿੱਤੀ ਹਾਲਤ ਨੂੰ ਧਾਰਾ 360 ਵਰਗੀ ਸਥਿਤੀ ਤੱਕ ਪਹੁੰਚਣ ਤੋਂ ਪਹਿਲਾਂ ਹੀ ਸੰਭਾਲ ਸਕਦਾ ਹੈ?
ਜਵਾਬ ਸਰਕਾਰ ਦੀਆਂ ਅੱਜ ਦੀਆਂ ਵਿੱਤੀ ਨੀਤੀਆਂ ਵਿੱਚ ਹੀ ਲੁਕਿਆ ਹੋਇਆ ਹੈ.....
ਪੰਜਾਬ ਦਾ ਕਰਜ਼ਾ ਸਿਰਫ਼ ਅੱਜ ਦੀ ਸਰਕਾਰ ਦੀ ਸਮੱਸਿਆ ਨਹੀਂ—ਇਹ ਆਉਣ ਵਾਲੀਆਂ ਪੀੜ੍ਹੀਆਂ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਵੀ ਹੈ.....
