In a democracy, nations are governed by selecting the most appealing among the citizens to govern the state, which consists of the Presidium, Parliament, and the judiciary.

The state is then empowered by institutions that create rules, regulate conduct, and enforce compliance with those rules through the exclusive right to coerce and a monopoly on violence.

The institutions that create rules and those that regulate behaviour, are solely dependent on those that have the monopoly on violence to be the ultimate guarantors and defenders of sovereignty in a modern democracy and state.

Violence itself is administered and exercised through the institutions of law enforcement, sometimes private security, and ultimately the military. However, where state-sanctioned violence does not enjoy a monopoly, the interregnum is filled by gangs and warlords in a dog-eat-dog anarchy.

The exclusive monopoly to use violence or force must therefore reside with the state, which governs through the authority of the people, for the people.

However, as part of the rules, this force/violence must be used only to enforce compliance with the rules established by the state, and to defend the state. All citizens in turn pay taxes to empower all state institutions but with particular focus on the enforcer of violence as the defender and protector of sovereignty.

This violence cannot however be privatised to serve the whims of individual citizens outside the institutions of the state and its rules.

Unsaid in all of this is the fact that the institutions that administer violence are not themselves blind, deaf, or devoid of their own agency. This is because, at the end of the day, these institutions are constituted by citizens—with similar skills of leadership, judgment and rule making as those who govern the state—which they deploy daily when administering violence in pursuit of compliance or defense.

As such, in the absence of a functioning governing authority, or when governing authorities themselves fail to comply with the rules, the institutions of violence—as the property of the people who pay taxes, and themselves constituted by people who pay taxes—have leaders who can decide to compel compliance not only from the citizens who are governed, but also from those who have been selected to govern, should they fail to comply with the same rules that bind all citizens.

Ultimately, violence guarantees sovereignty by soliciting compliance not only from the governed, but also from those selected to govern and from those who constitute the institutions of force themselves—ALL CITIZENS.

This is why the politicised notion that civilians selected to govern are somehow the only people authorised to command the institutions of force upon the governed, exempting them, is a fallacy of exceptionalism created by those in power to create an animal farm that allows them to play outside the rules.

However, because leaders are merely citizens temporarily selected to govern other citizens, they cannot be exempt from accountability. Hence, the institutions of violence themselves must step in where there is a failure to comply by those who govern.

Therefore, when the state and elected civilians fail to govern responsibly or fail to regulate themselves in accordance with the rules laid down by society, the citizens who sit within the institutions of force can—and, some would argue, must—compel compliance from those citizens who govern. Otherwise, the governed may eventually be driven to uprising, revolt, or become warlords in a dog-eat-dog anarchy.

This why the army must always be tasked with protecting and upholding the constitution.
