That stuff matters. I did MOU's most of my career.
Any funds or benefits to Iran need to be milestone based and phased in based on actions. Nothing upfront.
Never give up leverage in negotiations. This does.

The United States of America will make the frozen or restricted funds and assets of Iran available for use on a milestone phased base. Both parties will mutually agree on the procedures related to the release of these funds during the negotiations.
