The issue isn't GrapheneOS changing Google Play code? It's that even as a regular sandboxed app, Google Play Protect can (and with the default 'Improve harmful app detection' setting enabled, will) scan and send unknown/side-loaded apps to Google.
That's exactly what 'Send unknown apps to Google for better detection' does. For anyone developing or side-loading apps, that's Google getting direct access to their work.
Pretty sure Google Maps, Discord, or WhatsApp don't do that? 🤔
