In Germany, a baby's name is not official until a government office says yes.

The office that handles this is called the Standesamt, the civil registry. Before a birth certificate is issued, the name on it has to be reviewed. Registrars check whether it counts as an actual first name, whether it could harm or embarrass the child later, and whether it crosses any of the hard lines. It must not be a surname, a brand name, an object, or anything degrading.

One couple had the name "Kohl" rejected because it is both a surname and the German word for cabbage. "Stompie" was also refused because nobody could tell it was a first name. And yes, parents have tried "Osama bin Laden" and "Adolf Hitler." Both were blocked on the same grounds.

For decades there was one more rule. The name had to make the child's gender clear. A neutral name needed a second, gender-specific one added behind it. That requirement has loosened over the years, but the welfare test never has. The registrar's question is always: could this name harm the child at different stages of their life?

If the Standesamt says no, the parnts have two options. Appeal, or submit a new name. Every submission costs a fee. If you lose an appeal, you'll have to pick again and pay again. So German parents with an unusual name in mind often visit the registry office before the birth and ask in advance.

The logic behind the whole system is simple. In Germany, a name is not treated as the parents' creative property, but as something the child will carry for life. The law is designed to protect the one person who has no say in the decision.
