UPDATE: The Parliamentary Committee on Government Assurances has raised concerns over delays in completing the Shs5 billion Odrua Bridge, which connects Arua and Zombo districts, and the delayed compensation of project-affected persons. Committee chairperson Francis Zaake said the committee will press government to complete the project and ensure value for money, noting that the works were scheduled for completion in 2024. The Ministry of Works and Transport’s Principal Engineer for Bridges, William Sharpe Tumwine said compensation would be made soon following completion of the valuation exercise, while Peter Tibenderana, a representative of contractor Dynaco Construction Company said the project is 98% complete.

Effective FY 2025/26
Government begun implementing a strategy to eliminate domestic arrears over the medium term.

Accordingly payments are prioritised according to the following categories:
1️⃣Domestic suppliers of goods and services.
2️⃣Statutory expenses
3️⃣Contractors of works and transport,energy,water and classified.
4️⃣ Taxes and deductions
5️⃣Utilities
6️⃣Compensations administered by the Uganda Land Commission,@ministry_lands & @MoJCA_UG

For FY 2026/27 as stated in the Budget Execution Circular,Shs 317 billion was set aside for settlement of domestic arrears. Payment of arrears shall be guided by the stock verified by @OAG_Uganda

Accounting Officers who accrue domestic arrears will be sanctioned through non- renewal of their contracts as Accounting Officers.

Non compliant Accounting Officers will also be prohibited from entering into any new contracts without prior confirmation of resources available and will be held personally liable for causing domestic arrears.

🚨 FA statement on Chelsea.

"A financial sanction of £10 million and a suspended two-window registration ban have been imposed on Chelsea FC for breaches of The Football Association [The FA] Football Agent Regulations, Regulations on Working with Intermediaries and Third Party Investment in Players Regulations.  

"The FA charged Chelsea FC with 74 breaches of FA Rule E1.2 after its current ownership self-reported misconduct upon its purchase of the club. The FA is continuing to investigate individual misconduct arising out of this case.

"Chelsea FC admitted to the 74 breaches of FA Rule E1.2 prior to a hearing and an independent Regulatory Commission imposed a six-point deduction, which was to be suspended until 30 June 2027, and a £10 million fine. 

"The club appealed against the suspended points deduction and an independent Appeal Board allowed the appeal and set aside this sanction following a further hearing. In its place, the Appeal Board imposed a registration ban for two complete and consecutive transfer windows which is suspended until 30 June 2027. 

"The £10 million fine imposed by the Regulatory Commission was not subject to appeal and the full amount will be invested into grassroots football."

🚧 PROJECT UPDATE: Works on the 29.72km LUWERO–BUTALANGU Road are now in their FINAL stages, with the project standing at 84.8% physical progress.

The Contractor, Dott Services, has been instructed to commence road marking & installation of other road safety features on the completed sections to enhance safety for all road users as the project nears completion.

ADDITIONALLY, the Contractor will keep on site to complete the remaining works, including about 1.1km of isolated sections awaiting completion of land compensation.

#BENEFITS: The upgraded road has already BOOSTED connectivity between Luwero & Nakaseke, easing travel across previously flood-prone swampy sections and supporting economic activity across the Luwero Triangle.
