Also because more women would speak up to enforce it on a case-by-case basis because they can point to the policy, and therefore feel safe and protected to raise issues when they arise.

Fairness could be enforced 'on the ground' by effected individuals--and, once the policy becomes a social norm--participants. And women could cite the policy instead of facing accusations of bigotry.
