If there's one thing I've learned in the business world, it's that spending your energy as a non-exec employee -- trying to "influence without authority" and change things from the inside -- is a fools errand that will grind you into dust. Get out!!
One of the problems with incorrectly thinking of TDD as a testing strategy (it isn’t) is that it opens the door to "We don’t have time for that." The fact is, you don’t have time _not_ to do that. TDD speeds you up considerably, IME.
Your dev process and your code and your organizational structure are all a single system. Change any of those parts, and the rest must change as well to compensate. Not understanding that is probably the single biggest obstacle to introducing agility into an org.
You can minimize risk, but not eliminate it. When someone requires a hard "estimate," they are moving 100% of the risk onto your shoulders. It’s reasonable that they don’t want to carry it all themselves, but moving it to you is not okay. Share the risk instead.
A periodic reminder that "technical debt" has nothing to do with bugs. Bugs are code that doesn’t behave the way you expect, as compared to tech debt, where the code behaves exactly as you expect, but your expectations are incorrect.

Do not "start an Agile journey" with a process or framework. Start by identifying and isolating a critical business problem, then apply Agile and Lean thinking to come up with a focused solution. That might involve a process change. It might not.
Improving ways of working, leading to better outcomes, is 80% culture, 20% process.
A good culture will improve a poor process, but a good process cannot improve a poor culture
Treating agility as a method, leaving behavioural norms unchanged, will not maximise outcomes
