While @RayHullRI was defending @RepJoeAlmeida's right to finish his Black History Month speech, @CharleneLimaRI (who had the gavel as Deputy Speaker) told Hull, "I will ask the sheriff to take you off the floor!"
@TedNesi Section 7. Rules of houses — Contempt.
Each house may determine its rules of proceeding, punish contempts, punish its members for disorderly behavior, and, with the concurrence of two-thirds, expel a member; but not a second time for the same cause.
Per the State constitution
Today we’re asking all Rhode Islanders to contact their member of the @RISenate and tell them to #reformtherules Take action here: https://t.co/IDaLZKKnSU
“It’s disappointing to see the [Rhode Island] Senate . . . follow the lead of the House by transferring power from the rank-and-file and putting it in the hands of the leadership.” https://t.co/JDBqD7sILD
The @RIHouseofReps Rules Committee made a significant change to increase transparency. There is still more work to do. Contact your State Representative and urge them to support floor amendments to increase transparency and accountability. https://t.co/enGEAjzKcG
#2. Some progress made this week. Much more to do. Grateful for those that have come together this year to push for these much needed reforms. Legislative process will be better for it.

This is the only opportunity to have an impact on the rules that will govern the operations of the House for the next two years. Great to see some force behind it. At least people recognize that their government has the opportunity to work better.
At the last rules committee meeting, the committee was very respectful and listened to every one of my proposals. Some of which were similar to the “reform caucus”. Then they incorporated none of them into the final rules bill. The template might as well be set in stone.
Rules Cmte gavels in. Dem membership is all Mattiello supporters (no Reform Caucus Dems were appointed). All 17 members showed up for hearing’s start
“This is a template upon which we will be working,” Chair Corvese says. Starts with speech about rules aren’t to help minorities
All reasonable ideas. Even if all were to pass, the remaining rules would still be heavily slanted towards leadership and control. Still a great start towards more open and accountable govt.
STORY: More than a dozen @RIHouseofReps Dems are demanding @RISpeaker change the chamber's rules. What do they want?
◆ Bills published 48 hours before a final vote
◆ ⅔ vote to suspend the rules
◆ Bills for 2 years, not 1
◆ Easier discharge petitions
