2) Sent 1 billion to Ukraine.

3) Admitted US involvement to regime change in Syria and promised to send them money to rebuild.

4) Gave almost a billion dollars to Africa.

All while people in North Carolina sleep in tents.

Pre-emptive pardons are legal. It's been done a few times in the past. Carter did it with draft dodgers. Ford did it with Nixon. But nothing at the scope of what's being rumored and none that went back 10 years like Hunter. But we still have state crimes as an possibility and then there's civil action. And a few other things. The pardon doesn't make them bulletproof.
