Driving a highly polluting vehicle is a crime and the police could have easily booked the errant vehicle. However, they chose to ignore it. I too had reported a highly polluting vehicle exhausting tonnes of pitch black gas, but even after providing the location, I was asked to go to the RTO and complain.
