Rules are rules. If you get caught breaking them, you get a penalty.

Say in 2021 with 145m budget, you spend $100m on your entire 2021 operation car included, and $50m specifically on the 2022 car.

Then 2022, you only spend $50m for the entire year. By your “fair” judgment, you only spent 100m on 2022.
