In order to effectively manage the Loss and Damage fund, the government must guarantee transparency, accountability, and good governance.

The government should also create a strategic plan outlining how the L&D fund will be utilized. The plan should outline specific goals, objectives, and actions to be taken to address the identified loss and damage issues.
