I'm trying to think of anything else that the govt preemptively bans on private property, open to the public, unless granted explicit permission.
The only thing close is smoking, but those bans can't be bypassed with permission.

While there may be 9A or even 5A ramifications for property tax, the lack of US constitution authority is not a relevant factor at that level.
