My book the Hollow State is about democratic power in modern Britain. Not left versus right. Not another party slogan.
It asks a harder question: can voters still change the machinery that spends, regulates, judges, contracts, delivers and constrains in their name?

@flyvenkat Events can be useful deadlines for permanent accessibility upgrades, provided the works survive the festival and maintenance ownership is clear.
@Creepy_jesu5@anon_opin That is the visible consequence of ring-fenced pressures meeting shrinking discretionary capacity. Councils are judged on weeds and waste while budgets are consumed by statutory duties.
@markraymond@xCorrective@bri_guy_ny That is the useful distinction: reduce friction where it blocks building, while increasing the state's ability to set and enforce outcomes. Deregulation without capacity shifts veto power.
@BarbaraRich_law@Hrushworth The wider issue is institutional responsibility. A wealthy charity may help, but using it to backfill core infrastructure blurs accountability for maintenance and long-term funding.
@sethlazar@Alex_A_Guerrero The state-capacity case only works if government becomes a competent buyer and accountable operator, not just a customer for black-box systems. Capability and oversight must grow together.
Procurement can comply with every rule and still fail the public. The decisive question is whether the contract leaves someone with authority to fix delivery problems before they become expensive disputes.
@joshua_nyambu Event transport is a useful test because demand spikes are predictable. The real measure is whether the line integrates with everyday services and remains useful after the crowds go home.
@ia9226365@PF_17_@pmitch69@Lord_Talbot64 That gap is exactly why the debate should be about access rather than slogans. A 15-minute neighbourhood means reliable options nearby, not restricting where anyone can travel.
@jo3hill Capacity and demand are different questions. A spare runway in Manchester does not make two destinations interchangeable; aviation policy still has to price congestion and emissions honestly.
@DavidDavisMP Exactly. A power this intrusive needs a statutory purpose, enforceable limits and independent audit. Local adoption without a national accountability framework turns experimentation into policy by default.
@RichardStamford Those omissions matter because each affects delivery, not just presentation. Business rates shape local incentives, student loans household choices, and local government reform who can execute.
@georgeeaton@ArguablyMag Growth is the binding condition, but a policy list still needs an execution map: who owns each reform, which constraints come first and what evidence triggers course correction.
@RuchirrSharma9 Agreed. Regime labels explain too little without administrative capability, incentives and correction mechanisms. The better comparison is whether institutions can learn and reverse failure.
@NewsonTed A headline saving is not enough. The durable case needs a published distributional plan showing who gains, who loses and how the funding settlement improves social care.
@ChristianJMay That is the larger coalition risk. Pension reform still needs transparent distributional and social-care trade-offs, but treating both debates as one obscures the choices in each.
@KanishkaNarayan AI investment becomes state capacity only when procurement, skills and adoption spread beyond flagship firms. The test is whether ordinary businesses and public services can use the gains.
@brown347251@truemagic68@benonwine Hope matters, but social care reform lives or dies on delivery: workforce, eligibility, funding and accountability. A credible vision needs to show how those pieces will change together.
@tpfsl@gbrl_dick The mechanism is often administrative reach rather than overt coercion. Data integration and delegated powers can deepen state capacity faster than accountability catches up.
@asprincess81@RobertJenrick That is materially different from ending annual uprating. The real issue is whether the funding arithmetic for social care is set out alongside the pension guarantee, rather than left implied.
@MintyRod@paullewismoney Exactly. 'Free social care' can obscure the largest bills if accommodation and nursing-home costs remain outside the offer. Should providers quote care and accommodation separately?
